Add Scene Event no appear?

Hello!
I was using version 2.2.16 a long time ago. A button called "Add Scene Event" appeared at the bottom of everything, in any Dialogue Entry.

Now I'm on 2.2.3 ( not .33) and I just realized that that button no longer appears.

Is it somewhere else? Is it no longer available in this version? Or am I doing something wrong?

Can you update to a newer version, such as 2.2.16 or newer? It may not have been available in 2.2.3.
