Would Dialogue database (the dialogues)
safe in a shared repository if multiple people work on it like a general code script?

No. think of it more like a Mecanim animator controller, or a 3D model, or some other asset like that. Only one person at a time should work on it. If you have multiple writers, you can use multiple databases (see Working With Multiple Databases) or use a multi-user authoring system such as articy:draft.
