I believe it will be hosted here https://opsive.com/downloads/?pid=22330 on Opsive's page. It's like this for UCC.

Opsive will release it with their next UCC release. In the meantime, it's available on the Dialogue System Extras page in the "Updated for 2.2.10" foldout. There's a corresponding package for Quest Machine on the Quest Machine Extras page, too.
